The International Law Institute (ILI), together with Istanbul Bilgi University and the Corporate Governance Association of Turkey (TKYD) proudly launched the newest ILI regional center in Istanbul, Turkey.

The launch event took place at Istanbul Bilgi University and attracted law professionals, academicians and national media. Chairman of ILI, Prof. Don Wallace, was one of the speakers at the event and stated: "I am very pleased to participate in this launch of our regional center in Istanbul. ILI has trained approximately 30,000 individuals-lawyers, civil servants, engineers and managers, judges and young academicians-over the years. Our Istanbul institute will have its own board, and is intended to serve not only Turkey but the countries within the region."

Ümit Hergüner, founding partner at Hergüner Bilgen Özeke Attorney Partnership and a driving force in creating the regional center, also shared his views. So too did Javade Chaudhri, Executive Vice President of Sempra Energy, who served as principal instructor at one of the regional center's first courses being given at the time of the launch, on the subject of "Board Development and Independent Board Members."

It is intended that ILI's Istanbul regional center will serve the needs of participants in Turkey, as well as participants from neighboring countries and in the Balkins, Caucasuses, Central Asia and the Middle East. ILI's programs, generally intended for government officials, practitioners and the private sector, cover a wide variety of issues relevant to good governance and the rule of law. Some of the courses that will be undertaken by the Istanbul center include international procurement, international trade, project financing and management, arbitration and mediation, court administration, and capital market regulation. TKYD, which participated in the launch, is serving as ILI's partner in organizing the regional center and has helped ILI in planning and conducting its initial programs at the center. ILI is organizing strategic plans which will allow the center to eventually operate independently of TKYD.

ILI offers training to assist government officials, practitioners and the private sector in finding solutions to the legal and economic challenges faced by emerging economies. ILI participants are exposed to best practices in good governance, management, and transparency standards that will give them the tools to improve the performance of government agencies, promote public accountability in government and achieve economic growth.

ILI currently has global affiliates in Uganda, Nigeria and Chile, among other places. Participants from over 185 countries have been trained over the years by ILI and its affiliates. In teaching its courses ILI relies on a network of hundreds of prominent legal practitioners, government officials and academicians who are among the leading experts in their fields.

The International Law Institute is proud to host the second lawyer delegation from Shandong Province, China participating in the International Law Institute's program on Training and Internships in International Trade Law and Economic Integration. The first delegation concluded at the start of 2012.  Our second program extended from September to December 2012.

This 3-month program was specially designed by the ILI and the Department of Human Resources and Social Security of Shandong Province.  This training provides the delegation a unique opportunity to study WTO and International Trade Law, International Investment Agreements and State Dispute Arbitration, Commercial Law, US Legal System as well as internships in Washington, DC law firms.

The Party Historian Delegation was comprised of senior administrators and researchers from the China National Party departments and officers of the Party History departments. This office takes the responsibility of writing the official version of party history and leading the work of the national party system.

Principal duties of this delegation include documenting, archiving and studies in China party history both domestically and internationally.

Training focused on U.S archiving methodologies; Collecting, recording and releasing information; US methodologies of collecting and preserving China history; Role of Media and independent sources in collecting, reporting and archiving government and US parties histories; Technical Means and Standards of government archiving.

Supporting ILI in this training and providing technical experts included David Schambaugh from George Washington University; specialists from the US Library of Congress; US Senate Archivists; US National Archives; Administrative Office of the US Courts.

The delegation is made up by government officials and senior managers of leading state owned enterprises from Guizhou province.

The training objective focused on discussions concerning Strategic Enterprise Management and Global Strategies. Specific discussions focused on the application of strategic planning and management, scientific management methods in international development strategy, human capital management, corporate reforms and the role of State Owned Enterprises in the WTO.

CHINA PUBLIC PROCUREMENT SPECIALISTS

 

Represented by several Chinese government ministries and state-owned enterprises. This delegation arrived to the US under a program funded by the U.S. Trade and Development Agency (USTDA).  Their program is being coordinated by the Office of the U.S. Trade Representative (USTR) and the Department of Commerce. 

The purpose of this visit is to educate representatives on U.S. government procurement policies and procedures with the ultimate goal for China to accede to the WTO Government Procurement Agreement on acceptable terms. 

ILI met and discussed with the delegation on programs available to Chinese government staff on public procurement administration, laws, standards, international standards, government transparency and WTO requirements.

Comprised of members of the Highway Road Construction Technology and Management this delegation was sponsored by the Transportation Investment Group in Guangxi Zhuang Autonomous Region.

The delegation's organizations are responsible for 21 highways currently under construction, valued at approximately $23 Billion (USD), making this delegation responsible for the tremendous public assets and for providing great social and economic development impact for Guangxi province.

 ILI_Istanbul_Governance 

 

Under the direction and initiatives of ILI Chairman, Prof. Don Wallace, Jr. the International Law Institute (ILI) has embarked on a series of courses it will undertake jointly with the Corporate Governance Association of Turkey (TKYD).  

This program represents ILI and TKYD's first step in the development "ILI Istanbul", an ILI regional center to be headquartered in Istanbul, Turkey with the objective of providing a regional educational and technical assistance center focusing on training government and private sector practioners in the fields of law, management, economics and governance.

ILI and TKYD are currently planning future joint courses on Capital Markets Regulation and Compliance, Board Member Development Program, and other subjects. 

ILI Istanbul will maintain the ability to develop and deliver customized programs to accommodate the requests and needs of particular interest groups, countries or regions.

The first completed course, "Governance and Anti-corruption Methods", was held the week of June 18 at Istanbul Bilgi University, attended by participants from Turkey and neighboring countries.

The five-day educational program in June was realized through the cooperation of Corporate Governance Association of Turkey, the International Law Institute, Washington, DC, and Istanbul Bilgi University.

Teaching duties were shared by an consortium of distinguished instructors.   

Faculty included Prof. Stuart Gilman (Chairman of the Global Integrity Group and Fmr. Special Assistant to the Director, Office of Government Ethics, Washington, DC), Julia Paschal Davis (Director - Center for Public Procurement Law and Policy, ILI Washington, DC), Oya Özarslan (Chairman of the Board, Oya Özarsaln Transparency Association Of Turkey), Kayra Üçer (Attorney, Herguner Bilgen Özeke Attorney Partnership, Istanbul, Turkey) , Bilge Cankorel (Ambassador (Ret.), Ex-President of OSCE'S Baku Office), and Prof. Gül Okutan Nilsson (Associate Prof., Istanbul Bilgi University Law School, Istanbul Turkey).

ILI Presents in the NILS International Conference on Law Reform and the Law Making Process for the Nigerian National Assembly

The National Institute for Legislative Studies (NILS) for the Nigerian National Assembly in conjunction with ILI, the National Judicial Institute, and the Nigerian Law Reform Commission will be presenting the International Law Conference on Law Making Reform and the Law Making Process in Abuja, Nigeria from July 16 - 17.  The high level conference is expected to attract hundreds of Legislators from the National Assembly, State Assemblies, and the ECOWAS Parliament.  The Conference will be attended by the leadership of the National Assembly, including the Senate President, Deputy Senate President, Speaker of the House, Deputy Senate President, Ministers of the Federation and Judges will also be present.  ILI will bring the team of Kenny Kraft former Counsel for the U.S. Congress House Appropriations Committee, Art Ryearson former Deputy Legislative Counsel for the U.S. Senate, David Ogle former Executive Director of the Connecticut State Assembly, and Kim Phan ILI Executive Director to present on appropriations, legislative drafting, the role of public hearings, and civil society in law making and democracies. The International Law Institute is pleased to have welcomed representatives of the Beijing Arbitration Commission (BAC), today to discuss areas of mutual interests the areas of international arbitration, arbitral institutions and areas for possible future support and cooperation.

Madame Wang Hongsong, General Secretary of the Beijing Arbitration led the Beijing Arbitration Commission delegation. Madame Wang was accompanied by BAC colleagues, Dr. Chen Fuyong, Division Supervisor and Mr. Xu Jie, Case Manager.

         "The Beijing Arbitration Commission ("BAC") is a non-profit organization devoted to providing a forum for impartial 
          and efficient alternative dispute resolution including arbitration and mediation.

          The BAC focuses on contractual and property-related disputes, both commercial and international, among citizens, 
          legal persons and other organizations. Since its founding, the BAC has into the foremost arbitration commission in
          China. From an initial annual load of only a handful of cases, today the BAC consistently ranks among the top in both
          in the number of cases accepted and the total disputed amount.

          The BAC provides its services to both domestic and foreign parties and its Panel of Arbitrators includes over fifty
          well-established foreign arbitrators. It participates in international seminars and trains its arbitrators in international
          ADR practices." ^

The Beijing Arbitration Commission has quickly established itself as one the world's leading international arbitral and mediation bodies working in China and abroad.

Representing ILI were Professor Don Wallace Jr, Chairman, Ms. Anne Marie Whitesell, former Secretary General of the ICC International Court of Arbitration and Director of ILI's Alternative Dispute Resolution Center. Also in attendance were Robert Sargin, ILI Deputy Director, Ms. Mengqi Zhang and Ms. Shuwo Zhou, ILI associates.

In addition to matters of alternative dispute resolution, both parties discussed opportunities for exchange of personnel, cooperation of future programs, and promotion of the goals and mission of both organizations.

The International Law Institute is pleased to announce the new publication of "Confidentiality in International Commercial Arbitration".

The publication is authored by our ILI colleague and associate, Dr. Ileana Smeureanu.  The work aims at deciphering the current degree of confidentiality in international commercial arbitration as reflected by the most important arbitration rules, national laws, other arbitration-related enactments, and practices of arbitral tribunals and domestic courts globally.

 

The book examines the following issues from a comparative perspective:

ILI Executive Director to Speak at Procurement Conference along with Nigerian President Goodluck Jonathan and Former President Olusegun Obasanjo.

ILI Executive Director, Kim Phan will be speaking at the Fourth Annual Conference on Public Procurement in Abuja, Nigeria on July 25 - 26. Al Burman, President of Jefferson Solutions, former Administrator of the U.S. Office of Federal Procurement Policy, and longtime ILI faculty will also be presenting at the conference. This year's conference theme is entitled: A Decade of Procurement Reform.

Procurement reform has been of primary focus in Nigeria, due largely to the establishment of the Bureau of Public Procurement and the enactment of the Public Procurement Act in 2007. Transparency International and the Global integrity report have cited the enactment of the PPA as a key reason for boosting Nigeria's ranking.

This year's conference has gained key political support with the inclusion of President Goodluck Jonathan, former President Olusegun Obasanjo, the Senate President, Speaker of the House, Chief Justice, Governors, and Ministers in the program.
