The Doha Development Agenda has been described for some time as being on life support. The question now is whether the minimal progress made at Hong Kong will be enough to kick-start the negotiations into life, or whether they will quietly fade away.

The International Law Institute has assembled a group of experts, most of whom were at the Hong Kong meeting, to discuss this critical subject.
