Joint ILI/ AITIC panel discussion on safeguards for local industry protectionism  

The International Law Institute in conjunction with the Agency for International Trade Information and Cooperation (AITIC) arranged and moderated a panel discussion addressing an increasingly important issue to developing countries: protecting local industries from import competition. International Law Institute’s President, Charles Verrill, serves as moderator at the WTO Public Forum 2009, Session 32: Developing-Country Safeguards Fly Below the WTO Radar, September 30, 2009. The discussion focused on three main topics with regard to developing countries: the rationale behind the use of safeguards in the absence of the necessary legislation or the means to apply antidumping and countervailing measures; whether there is a need for special and differential treatment concerning their application, and more accessible procedures in the Safeguards Agreement to scrutinize the consistency of the WTO. The panel included Mr. Charles Julien of Egypt; Mr. Mathias Francke of Chile; Mr. Pablo Klein of Mexico; Mr. Krishna Gupta of India; Mr. Serdar Baskin of Turkey.
