The International Law Institute in conjunction with the Agency for International Trade Information and Cooperation (AITIC) arranged and moderated a panel discussion addressing an increasingly important issue to developing countries: protecting local industries from import competition. International Law Institute’s President, Charles Verrill, serves as moderator at the WTO Public Forum 2009, Session 32: Developing-Country Safeguards Fly Below the WTO Radar, September 30, 2009. The discussion focused on three main topics with regard to developing countries: the rationale behind the use of safeguards in the absence of the necessary legislation or the means to apply antidumping and countervailing measures; whether there is a need for special and differential treatment concerning their application, and more accessible procedures in the Safeguards Agreement to scrutinize the consistency of the WTO.
