THE ILI/JCG GUIDE TO MILLENNIUM CHALLENGE INDICATORS AND SOURCE DATA Allan V. Burman, Karen R. Published in collaboration with the Jefferson Consulting Group, the Guide will serve as a convenient resource for anyone interested in learning about this new and important source of U.S. economic aid to developing countries. Authorized by Congress in 2004, the Millennium Challenge Corporation links the provision of U.S. foreign aid to the achievement of specific social and economic benchmarks, known as “Challenge Indicators.” To become eligible for economic assistance from the MCC, applicant nations must demonstrate progress concerning sixteen different Indicators, which are grouped under three broad headings: Ruling Justly, Investing in People, and Encouraging Economic Freedom.
